Nigeria Launches Cyber Diplomacy Initiative to Strengthen Global Position

Nigeria has taken a significant step towards strengthening its foreign policy architecture with the launch of a Cyber Diplomacy Unit within the Ministry of Foreign Affairs. This initiative aims to equip Nigerian diplomats with the necessary tools to confront the challenges of the emerging digital age.

His Excellency Ambassador Yusuf Tuggar, the Honourable Minister of Foreign Affairs revealed to the participants during his opening remarks at the opening session of a High-Level Seminar on Anticipatory, Cyber and Digital Diplomacy organised by the Ministry of Foreign Affairs in Abuja.

Ambassador Tuggar, emphasized the importance of cyber diplomacy in today’s digital world.  In his words, “We are living through a historic transformation. The convergence of disruptive technologies, shifting geopolitical alignments, and deepening digital interdependence is redefining the foundations of diplomacy,”.

The unit will coordinate Nigeria’s cyber-related foreign policy across all diplomatic platforms. It will build capacity for cyber negotiations and champion ethical and inclusive digital governance. The unit will foster public-private partnerships for national cyber resilience and ensure Nigeria’s voice is influential in global cyberspace governance.

To support this initiative, the Ministry of Foreign Affairs has launched the Anticipatory, Cyber, and Digital Diplomacy Masterclass Series for diplomats from Africa and the Global South. This freely accessible online platform is designed to build a globally competitive diplomatic corps.

The initiative highlights the need for collaboration between the government, private sector, and civil society to build a comprehensive and effective strategy for cyber diplomacy. Women and youth must be central actors, not peripheral participants, in Nigeria’s cyber diplomacy efforts.

The launch of the Cyber Diplomacy Unit and the Masterclass Series comes at a time when Nigeria faces significant challenges in the digital space, including cybercrime, hate speech, and the misuse of social media. However, it also presents opportunities for the country to position itself as a leader in Africa’s digital future.³
